Pakistan’s New Hajj 2025 Rules for Operators

The Ministry of Religious Affairs and Interfaith Harmony has issued crucial directives for private Hajj operators in preparation for Hajj 2025. Due to non-compliance with Saudi Arabia's booking regulations, the private Hajj quota has been significantly reduced.​

• Private Hajj quota reduced to 23,620 from the initially allocated 89,801 slots.

• Operators failed to secure accommodations in Mina by the February 14 deadline set by Saudi authorities.

• Updated list of authorized service providers available on the Ministry's website and Pak Hajj 2025 App.

• Operators must issue updated Hajj contracts and ensure visa processing by April 18, 2025.

• Pilgrims are advised to verify application status and contracts through official channels

Pakistan was allocated a total of 179,210 Hajj slots for 2025, divided equally between government and private schemes. However, private operators failed to meet the accommodation booking deadline, resulting in a reduction of their quota to 23,620 pilgrims.

The Ministry has outlined the following requirements:

• Updated Contracts: Operators must provide revised Hajj contracts to pilgrims reflecting the adjusted quota.

• Visa Processing: Ensure completion of visa procedures by April 18, 2025, in line with Saudi regulations.

• Documentation Submission: Promptly submit service agreements for the newly assigned quota.

• Verification Tools: Utilize the Ministry's website and the Pak Hajj 2025 App for real-time updates and verification.

Pilgrims are advised to:

• Verify Operator Authorization: Confirm that their chosen operator is listed among the approved service providers.

• Check Application Status: Use official platforms to monitor application progress and contract validity.

• Attend Hajj Camps: Participate in designated camps for receiving travel documents and guidance.

• Stay Informed: Regularly consult the Pak Hajj 2025 App for updates on schedules and requirements.

Hajj flights are scheduled to commence from April 29, 2025, with the first departure from Lahore. Pilgrims will receive their visas, air tickets, identification lockets, and other necessary documents two days before their flight at designated Hajj camps.
