GAZA: Hamas has announced it is ready to transfer the civilian administration of Gaza to an independent Palestinian committee, a move that could shape the territory’s post-war governance and recovery.

According to Dawn and The Nation, the group said it has completed all administrative preparations for a handover to a technocratic body made up of Palestinian professionals. The committee is expected to manage day-to-day affairs such as health, education, and municipal services, without direct political control.

Hamas spokesperson Hazem Qassem said official files and procedures are ready, adding that the transfer depends on the full reopening of the Rafah border crossing with Egypt. He stressed that Gaza cannot function under restricted access.

“The Rafah crossing must be opened in both directions, without obstacles,” Qassem said, calling it essential for the movement of people, aid, and goods.

Rafah is Gaza’s only crossing not controlled by Israel and has been mostly closed since mid-2024, worsening humanitarian conditions. Aid agencies have repeatedly warned that limited access is slowing relief efforts and reconstruction.

The proposed committee, according to Dawn, was formed under a broader ceasefire arrangement and is backed by regional and international actors. Its members are technocrats rather than political figures, aimed at keeping governance separate from factional disputes.

Hamas also said it remains committed to the ceasefire and is ready to move into its next phase. However, key issues such as Israeli troop withdrawal, security arrangements, and reconstruction funding are still unresolved.

The Nation reported that Hamas views the handover as an administrative step, not a political retreat. The group said it will continue to push for Palestinian rights while stepping away from civilian management to ease pressure on Gaza’s population.

The announcement is being closely watched as Gaza faces massive rebuilding needs, damaged infrastructure, and an ongoing humanitarian crisis.
