WASHINGTON:  The United States formally kicked off Phase Two of its 20-point Gaza peace plan on Friday, unveiling a high-powered oversight body dubbed the “Board of Peace” that will steer the war-torn territory toward demilitarisation, reconstruction and governance.

President Donald Trump announced the launch of the next phase of his long-gestating initiative, shifting the focus from maintaining a fragile ceasefire to building a transitional system of governance and long-term stability. The move follows months of negotiations and a ceasefire that, while largely halting large-scale hostilities, has seen periodic clashes on the ground.

Phase Two… moving from ceasefire to demilitarization, technocratic governance, and reconstruction,” US special envoy Steve Witkoff said in a social media post announcing the plan’s progression.

High-Profile Lineup

According to Dawn, the White House has assembled a broad roster of international figures to serve on the Board’s Executive Panel, which will coordinate global resources, oversight and accountability during Gaza’s transition.

The founding members include:

  • US Secretary of State Marco Rubio

  • Trump’s special envoy Steve Witkoff

  • Son-in-law and longtime adviser Jared Kushner

  • World Bank President Ajay Banga

  • Former British Prime Minister Sir Tony Blair

  • Financier Marc Rowan

  • Trump adviser Robert Gabriel
…among others tasked with portfolios from governance capacity building to investment mobilisation.

Trump will chair the board himself, calling it “the greatest and most prestigious board ever assembled”, with senior aides Aryeh Lightstone and Josh Gruenbaum brought in to run day-to-day strategy.

Governance, Security and Skepticism

Under the plan, a transitional technocratic Palestinian body, the National Committee for the Administration of Gaza (NCAG), will handle daily governance, reporting to the Board of Peace. A High Representative for Gaza will act as the link between the board and the NCAG. An international stabilisation force is also in the works to support security, demilitarisation and police training.

Despite the ambitious blueprint, analysts warn that translating strategic goals into tangible peace, especially securing Hamas’s full disarmament and broader buy-in from local and regional actors, remains an uphill battle.

As Trump’s plan moves off paper and into implementation, the world will be watching whether this new governance model can deliver security, reconstruction and hope to a battered Gaza.
